When Colorado passed its groundbreaking Portable Tenant Screening Report (PTSR) law, it was a landmark moment for renters' rights. But passing a law and building the infrastructure to fulfill it are two very different things.The market had the legislation — it didn't have the platform.
We saw renters still paying for background checks on every application, landlords still drowning in unverified paperwork, and a system that hadn't changed since 1995.
