How it works

What a legally
Illinois RTSR (or PTSR)
must include

Under Public Act 103-0840 — effective January 1, 2025 — landlords must accept a valid Reusable Tenant Screening Report (RTSR) and cannot charge you a screening fee when you provide one. By law, it must include your income documents and eviction history. Most landlords prefer criminal and credit history in addition. Portable Tenant provides it all.

Reusable Screening Reports aren't a burden – they're a better system

The law is already in effect. If an applicant hands you a valid PTSR, you must accept it or you can't charge them a fee. But here's what most landlords haven't figured out yet: when used correctly, this law makes your life easier, not harder.

You must

Accept it when a prospective tenant presents a valid PTSR that meets all statutory requirements.

You cannot

Charge a screening fee when a valid PTSR is provided. Pass additional screening costs to the applicant as a fee.

Pro tip

Pre-qualify before you schedule a single showing.

Require a PTSR before the showing. The applicant gets screened before they ever walk through your door.

For renters

Apartment hunting shouldn’t cost you money before you even move in

You apply. You pay $35 for a screening report that the landlord owns.

Then you don’t get it, and you start over. Apply to four apartments? That’s $140, minimum.

Illinois law ended this.

Your rights as an Illinois renter

One fee. Unlimited applications.

Your PTSR is valid for 30 days from the date it’s issued. Use it for every application you submit during your search — landlords are legally required to accept it. The savings start with your very first application.

See your report before any landlord does

Review everything in your report before sharing it with anyone. Spot an error? Dispute it directly with the Consumer Reporting Agency — before it affects your application.

Your SSN is encrypted and hidden

Gone are the days of paper applications with your Social Security Number written out twenty times. Portable Tenant encrypts and masks your SSN from landlord view. Your identity stays protected throughout the process.

Revoke access anytime

No longer interested in a property? Pull your report access back instantly. You control who sees your data — and for how long.

Your renter profile, permanently yours

Your report doesn’t disappear after you sign a lease. When you move again, you refresh it — your profile is already built, your history already verified. No starting from scratch next time.

Frequently Asked Questions

Do I have to pay again after 30 days?

Your report is valid for 30 days from the date it was prepared. After 30 days, you’ll need a fresh report.

What if a landlord won’t accept my report?

Under Illinois Public Act 103-0840, a landlord who chooses to screen applicants must accept a compliant reusable tenant screening report. They cannot reject it in favor of their own screening at your expense. Always confirm with the landlord before submitting, but the law is on your side.

Does the report need to include my credit score?

COPY PENDING — the Figma answer for this question cites Colorado HB25-1236, which does not apply in Illinois. Needs an Illinois-specific answer from Jitka before publish.

Can a landlord charge me anything at all?

No. If you provide a valid reusable tenant screening report, the landlord cannot charge you an application fee — period. They can still run their own supplemental check, but only at their own expense.

Is my personal data secure?

Yes. Portable Tenant is an FCRA-compliant Consumer Reporting Agency. Your Social Security Number is encrypted and masked from landlord view, you review your report before anyone else sees it, and you can revoke a landlord’s access at any time.

Do I need to submit a paper application too?

COPY PENDING — no answer exists for this question in the Figma design. Needs copy from Jitka before publish.
